In 2015 (Heisei 27), when I became eligible to take the exam, I was required to have worked for a total of at least three years (1,095 days) and at least 540 actual workdays by the day before the written exam. As I mentioned earlier, I had worked at multiple care facilities, often holding two jobs at the same time—and at times, even three. To verify my employment period and the number of workdays, I had to obtain two documents from each facility where I had worked: a certificate of practical work experience and a certificate of workdays breakdown. These documents were then submitted to the Social Welfare Promotion and National Examination Center, which administers the national examination for care workers. As such, I had to ask the Human Resources Department at the head office of the nursing home G and the group home for people with dementia D—where I had previously had many unpleasant experiences—to issue these documents. However, as I had expected, the process turned out to be terrible. Despite my repeated requests, the Human Resources Department at the head office was extremely slow to respond and showed no urgency in issuing the documents. Because the deadline was approaching and I was at risk of missing the application period, I decided to send a content-certified registered letter from the post office—thinking of it as a kind of social learning experience—so that I would be prepared to take further action if the required documents did not arrive and I was unable to take the national examination for certified care workers. I still have a copy of that content-certified registered letter, and I would like to share as much of it as I can below.
Although I have made this request repeatedly by phone, more than a month has passed since my initial request, and the application deadline of September 4, 2015 is fast approaching. Therefore, I would like to formally request once again—in writing—that you issue the certificates for the period described above.
I understand that you may be busy, but as the application deadline is fast approaching, I would appreciate your understanding regarding my decision to send this content-certified registered letter to formally request the issuance of the Certificate of Practical Work Experience and the Certificate of Workdays Breakdown. 私が受験資格を得た2015（平成27）年においては、筆記試験前日までに、通算して、従業期間が3年（1095日）以上かつ従事日数が540日以上必要でした。これまで述べてきたように、私は複数の介護事業所で勤務してきましたが、その多くの期間においてダブルワークをしてきましたし、ときにはトリプルワークをしたこともあったので、その時の従業期間や従事日数を証明するために、これまでに勤務してきた複数の介護事業所のほうから実務経験証明書と従事日数内訳証明書と言われる2種類の書類をそれぞれ発行してもらい、それを介護福祉士国家試験の実施機関である社会福祉振興・試験センターに提出しなければなりませんでした。ということで、いろいろと後味の悪い思いを経験させていただいた、あの有料老人ホームと認知症対応型グループホームの本社の人事部人事課に、これらの書類を発行してもらわなければならなくなったのですが、やっぱり後味の悪い思いを抱くことになりました。と言いますのは、書類を発行してくれるように本社の人事課のほうに再三お願いしていたにもかかわらず、なかなか発行してくれなかったためです。もう願書提出の締め切りに間に合わなくなってしまうというときに、これも社会勉強だと思って、郵便局から書留内容証明郵便を送り、万が一必要な書類が届かなくて介護福祉士国家試験を受験できなかった場合には、何らかのアクションを起こせるように、準備することになってしまったのでした。その時の内容証明郵便が残っているのですが、書ける範囲内において、以下に示しておきたいと思います。
私のほうからもたびたび電話にてお願いしておりましたが、依頼してからすでに1か月以上が経過し、また願書の締め切り期限である平成27年9月4日も迫っておりますことから、上記期間の証明書の発行を、文書にて改めてお願いする次第でございます。
お忙しいところとは思いましたが、何分にも願書の締め切りも迫っておりますことから、実務経験証明書と従事日数内訳証明書の発行願いを、内容証明郵便として出させていただきましたことを、ご理解いただければ幸いでございます。よろしくお願いいたします。
