When I took the national examination for certified psychiatric social workers, I had already studied all the relevant areas of welfare, so I was not too worried about the written exam. However, when it came to the practical exam, I felt uncertain about the level of care skills I had learned, experienced, and acquired up to that point. This was because I felt that the care skills I had learned in the Level 2 Helper course only barely scratched the surface. Furthermore, to put it bluntly, the care techniques I learned in the field often varied depending on the staff members who trained me. I got the impression that each staff member had developed their own methods to suit the individual needs of each user. As a result, I felt somewhat uncertain about being objectively evaluated in a practical exam. Perhaps because many candidates feel the same kind of anxiety as I did, there was a way to be exempt from the practical exam for the national examination for certified care workers. This exemption is granted by completing a care skills training course offered by approved care worker training institutions. Of course, this course is not free. I believe tuition fees varied depending on the training institution, but the course I took—offered by a certification prep school relatively close to where I lived—was comparatively less expensive than others. Still, I remember that the tuition cost was several tens of thousands of yen. If I had been confident in my care skills, there would have been no need to pay tens of thousands of yen to attend the skills training course. However, I lacked confidence and was worried that if I failed the exam, I would be required to take a practical training course starting the following year—something even more time-consuming and costly. Therefore, although I felt it was a bit of a compromise, I decided to pay the fee and buy myself some peace of mind. Well, if we can pay tens of thousands of yen to be exempt from a practical exam with an uncertain outcome, I think it is only natural for people to choose to pay. Some might call it a clever—or even blatant—money-making strategy that takes advantage of the vulnerable position of test-takers. That said, I actually found the care skills training course to be very meaningful. In the end, I think it was worth the not-insignificant expense.

私は、精神保健福祉士国家試験を受験した時に、一応一通り福祉の関連領域を勉強してきたので、筆記試験はあまり心配してはいなかったのですが、実技試験については、実際のところ、自分がこれまでに学び体験して修得してきた介護技術がどの程度のものであるのか、私自身不確定なものも感じていました。と言いますのは、ヘルパー2級課程で私が学んできた介護技術などは、ほとんどさわり程度だったと思いますし、実際に介護の現場で学んできた介護技術なども、はっきりといってしまえば、実際に指導してもらった職員によってマチマチであることも多く、いわばそれぞれの利用者に合わせて、それぞれの職員自身が工夫しながら自己流で編み出してきた技術だったと思うので、それを実技試験という場で客観的に評価されることに、一抹の不安を感じていました。恐らく、私のような不安を感じている受験者がたくさんいるためなのだろうと思うのですが、実技試験が免除される方法が介護福祉士国家試験にはありました。介護福祉士養成施設などが実施していた介護技術講習を受講し、修了するという方法がそれでした。もちろん、タダでは受講することはできません。養成校によって受講料にばらつきがあったように思いますが、私が受講した、住んでいる実家から比較的近くにあった資格予備校で行われていた講習会は、他の養成校のものよりも比較的低料金だったと記憶していますが、それでも数万円の受講料が必要だったと思います。自分の介護技術に自信があるならば、別に数万円払って講習会に参加する必要などなかったのですが、自分の介護技術に不安があり、また試験に落ちてしまったら、次の年以降は実務者研修という時間も料金もさらにかかってしまう研修を受講しなければならなくなるという不安もあったので、軟弱だとは思いましたが、数万円を払って、安心を買うことにしたのでした。まあ、数万円払って、どっちに転ぶかわからない実技試験が免除になるならば、数万円払う方を選択してしまうのは、人情なのではないかと思います。受験者の弱い立場に漬け込んだ巧妙な、と言いますか、あからさまなボッタクリ戦略とも言えるかもしれません。しかし、実際のところ、介護技術講習は、とても有意義だったと思います。少なからざる費用をかけただけのことはあったのではないかと思いました。
