Eligibility to take the exam
As I mentioned earlier, while I was working at my third group home, I was on track to become eligible to take the Care Manager Practical Training Course Examination to become a long-term care support specialist (commonly known as a care manager, or care-mane for short). In 2015 (Heisei 27), the requirements for taking the care manager exam were revised, and the eligibility criteria were tightened. However, I was expected to obtain eligibility to take the exam in the final year of the transitional period.
Before I started working part-time as a caregiver, I took a care worker training course, which was called the Level 2 Helper Course at the time. Under that system, we became eligible to take the care manager exam if we had worked as caregivers in care facilities or other settings for more than five years and had accumulated more than 900 days of practical caregiving experience. However, starting with the 21st exam in 2018 (Heisei 30), this transitional measure would end and the eligibility requirements would be tightened. In my case, I would need to have worked as a certified care worker in care facilities or other settings for more than five years and to have accumulated more than 900 days of practical caregiving experience. I obtained my certified care worker qualification in 2016 (Heisei 28). Therefore, even if I continued working as a care worker for another five years, the earliest I would become eligible to take the exam would be in 2021 (Reiwa 3). As with the national examination for certified care workers, there was an uncertain possibility that the system would undergo repeated changes, such as requiring dozens of hours of expensive and unreasonable training before one could even become eligible to take the exam. Therefore, I began to hope that I could pass the care manager exam within that year—the final year of the transitional period.

前にも述べましたが、私が3番目のグループホームに勤務しているときに、介護支援専門員（ケアマネジャー、略してケアマネ）の受験資格が与えられることになっていました。2015（平成27）年にケアマネの受験要件の見直しが行われ、ケアマネ試験の受験資格が厳格化されることになったのですが、私が受験資格を与えられたのは、その経過措置期間の最後の年だったことになります。
私は、介護職としてアルバイトを始める前に、ヘルパー2級課程と当時呼ばれていた介護職員養成講座を受講していました。その場合ですと、介護職員として介護施設などで5年以上勤務し、介護等の業務を900日以上行った実務経験を有するものということでケアマネ試験の受験資格が与えられることになっていました。それが次年度である2018（平成30）年度の第21回試験以降になると、この経過措置が終了して受験資格が厳格化されてしまい、私の場合であれば、国家資格である介護福祉士として5年以上介護施設等で勤務し、900日以上の介護等の実務経験が必要になるとのことでした。私は、介護福祉士の資格を取得したのは2016（平成28）年だったので、介護福祉士としてさらに5年間勤務するとなると、もっとも早くても2021（令和3）年にならないと受験資格が与えられないことになってしまいます。介護福祉士国家試験の時のように、なんだかわけがわからない、高額の、何十時間にも及ぶ研修を受けなければ受験資格が与えられないなどといったような、再三にわたる制度変更の可能性も不透明だったので、経過措置期間の最後であったこの年のうちに、ケアマネ試験に合格しておきたいと思うようになっていました。
